In a graveyard scoured by wind on the outskirts of Lockerbie, Scotland, about 350 close relatives joined local politicians, ambulance workers, police officers and rescue team members to mark the moment that Pan Am flight 103 was blown up by terrorists 31,000 feet overhead on Dec. 21, 1988. All 259 people on board were killed and a further 11 died on the ground below.
