An internal investigation released Wednesday cleared the United Nations war crimes tribunal of giving inadequate medical care to Slobodan Milosevic that might have led to his death in prison, and blamed the former Yugoslav president for refusing to follow his doctors' advice.
The report by the tribunal's vice president said, however, that special privileges accorded to Mr. Milosevic compromised security at the U.N. Detention Unit in The Hague, enabling him to receive nonprescribed medications.
