US officials urged Fox to "re-examine" the law "to ensure that all persons found in possession of any quantity of illegal drugs be prosecuted or be sent into mandatory drug treatment programs," even though the law would have allowed people to possess small amounts at any time. They also warned him that it would promote "drug tourism".
Hm...perhaps "drug tourism" is code for "if you don't send this bill back, you're going to have your own immigration problems as every drug aficionado north of your borders will be wading through the Rio Grande into Mexico just to be able to snort, smoke, swallow, and inject legally".
