Usually the president receives some type of bounce upward from a stopped foreign terror threat.
Instead, President Bush's approval rating has stayed at 36% -- unchanged from last month. It shows a general sense of dissatisfaction with the leadership in Iraq, the war on terror, and domestic policies.
